Preventing the Next Pandemic – The Global Partnership Agenda: Governments, Business and Research Universities

This high-level dialogue between CEOs, policy leaders, university presidents and top researchers aims to play an influential international role in preventing the next pandemic by preparing for it.

As a selective side event of the APEC CEO Summit, this Forum offers an opportunity for global leadership in implementing a global plan through collaboration across sectors. It is aimed at producing new insights, setting out an agenda and identifying the partnerships needed to implement it.

In short, what needs to be done and how best to work together?

Opening speeches by Thai leaders will be followed by a major address by an international leader on the theme, including issues of global governance.

Three dialogue sessions then focus on:

  • Partnering on Biomedical Research
  • Partnering on Effective Socio-cultural Strategies
  • Partnering on Combatting the Infodemic

Panelists will lead off a discussion on each of these topics and all participants will be encouraged to join the dialogue.

Panelists from APRU, a network of 60 leading research universities from 19 countries around the APEC region, will bring the key insights from its own working groups on these topics.

Insights from major speakers at lunch and at the formal Forum dinner will add to the new thinking required.

APRU universities have the research and educational resources to play a major role in preventing the next pandemic. Led by a presidential working group, the network began working on ways to prevent the next pandemic after being briefed by the Rt Hon Helen Clark, Former Prime Minister of New Zealand and Co-Chair of the Independent Panel for Pandemic Preparedness and Response of the World Health Organisation.

Session 1 – Partnering on Biomedical Research

 

Assembling quickly the required biomedical and therapeutic assets, along with manufacturing and distribution capabilities, will be key to dealing with the next pandemic. Leaders from different sectors will give their views on what needs to be done to prepare for this.

APRU’s survey of the network’s biomedical technology and therapeutics assets identified significant global contributions but also major gaps such as lack of bio-manufacturing or biobanking infrastructure and general supply chain issues.

How can cross-sector partnerships among industry, policymakers and researchers solve the gaps and ensure timely responses to the threat especially in low income societies?

Session 2 – Partnering on Effective Socio-cultural Strategies

 

Global connectivity has facilitated borderless disease transmission while public health strategies need to take account of specific socio-cultural contexts. The APEC region has very diverse societies with differing socio-psychological factors determining trust in public institutions and in science.

What are the implications of these socio-cultural determinants in the formulation of public health policy for the next pandemic? How to win the trust and ensure the early cooperation of various populations? What worked for this pandemic and what didn’t? What do public institutions and national leaders need to do differently? How can different sectors work collectively at local, national and international levels?

Session 3 – Partnering on Combatting the Infodemic

 

The pandemic has seen the rise of false or misleading information, in physical and digital space, affecting the safety and effectiveness of public health measures. Purposeful confusion, ill-informed decision making, and risk-taking behaviours have not only undermined public health responses but also taken a toll by lengthening and deepening the pandemic. 

Major IT companies have begun to step up their attempt to curb the spread of misinformation through fact-checking and public education. But universities still note systematic and widespread attempts to undermine scientific research and promote false narratives.

How can we promote media literacy and inoculate people against the infodemic? What are the factors that undermine scientific credibility and how do we combat them? How can different sectors partner on developing and disseminating tools to build community resilience against the infodemic?
